News - New Safety Equipment Rule 2009 Head and Neck Restraint Systems Requirement HSR will require head and neck restraint systems meeting SFI 38.1 or RSI 601-2009 standards for all drivers at HSR races after August 1, 2009. These systems are currently highly recommended, but will be mandatory after August 1, 2009 on all cars, except pre-war cars.
